STATUS REPORT
ON THE SLUM UPGRADING PROGRAMME IN KISENYI I, II AND III AS AT 31st JULY
2003
IIntroduction.
The Ministry of Works, Housing and Communications and Kampala City Council
in partnership with Slum Dwellers International are working on a slum
upgrading programme in Kisenyi. The aim is that of improving the living
conditions, with housing being at the centre stage.
This is being done
with a participatory approach where the community is highly involved in
the implementation of various activities such as mobilisation of the masses
for savings.
This status report is aimed at showing current developments and highlighting
the gaps as well.
Surveying and mapping
Enumeration:
It is now complete in all the parishes
Numbering:
This is now complete in all the nineteen zones of Kisenyi, except in Lubiri
D where the residents are still very hostile
Data entry and analysis:
This is complete for all the parishes of Kisenyi I, II and II
Profiling:
It has been completed in all the parishes of Kisenyi I, II and III
Mapping:
The team is finalising Kisenyi III's remaining 5 zones. Kisenyi II and
I are to be started on as soon as Kisenyi II and I are complete.
We are to involve the area LCs in the mapping exercise because of the
hostility in some quarters.
Savings
This component is aimed at helping people develop a culture of savings
towards housing. The current status is as follows:
Kisenyi III. (Eyeterekera Butera Okukya Savings Association)
1. There are currently
207 savers
2. The savings stands at four million five hundred thousand (4,500,000)
only, as by Wednesday 30th July 2003.
3. They have an operational bank account with Housing Finance Company
of Uganda Ltd, managed by three signatories
Kisenyi II: (Ekirooto Kyo Kiritukirira Savings Association)
1. The saving scheme
is mainly functional in the three zones of Mbiro, Mengo hill and Kasato,
out of the six zones.
2. There are currently 59 savers
3. The savings so far stand at two hundred fifty thousand shillings (250,000)
only.
4. They have been given supportive letters to open up account with Housing
Finance Company of Uganda and the process is yet to be accomplished.
Kisenyi I:
There are currently three savings schemes operating in Kisenyi I as follows:
Muzana Zone Savings Scheme:
This has got 40 savers with a total amount of savings standing at four
hundred thousand (400,000) only.
They are yet to open a Bank account
United Efforts Savings
Scheme:
They have thirty savers
They have not declared the updated savings yet.
However, they have not opened an account yet
Nakivubo Bora Uzima
Savings Association:
They have a membership of fifty (50) savers
They have not declared up to date savings
They claim to have opened up a Bank account
All the above have been advised and agreed to form one savings scheme
for the parish under the name "Agali awamu gegaluma Enyama Savings
Association"
Verification exercise
The exercise started on 2nd July 2003 and is still ongoing. It is concurrently
taking place in all the three parishes of Kisenyi I, II and III and it
is to last 28 days.
Preliminary information shows that a number of people did not register
during the initial survey. Others provided conflicting information regarding
ownership of structures
Architectural plans
The Architectural drawings were submitted to Kampala City Council for
comments. The final plans are being worked on by the Architect.
Land acquisition
Haji Mulangwa's land was identified in Kisenyi III for the construction
of the sanitation unit and the surveyor the valuer have been instructed
to start work on the land.
The owner is in the process of removing the caveat.
The surveyor/valuer from KCC is yet to produce valuation report on which
the purchase will be based.
